Jane Steven has joined Environmental Intelligence as a Senior Project Manager/Senior Biologist. Centered out of EI’s Laguna Beach office, she comes to EI with over 25 years of experience as a biologist, regulatory specialist, and environmental planner. She has consulted with a wide range of public and private clients, and prepared documents reviewed by federal, state, and local regulatory agencies.
Ms. Steven has experience in environmental impact assessment; endangered species surveying and consultation; wetland delineation, permitting, and mitigation; stormwater regulation; and regional ecosystem planning.
Her project experience includes managing, writing, and researching more than 100 environmental documents pursuant to the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), Endangered Species Act (ESA), and local laws. She has coordinated and prepared environmental impact statements/reports (EISs/EIRs), environmental assessments (EAs), initial studies (ISs), and conducted biological surveys for projects involving transportation and infrastructure improvements, recreational trails, residential and mixed use developments, schools, solid waste and wastewater management, landfill closure, and military base realignments.
Ms. Steven has obtained permits and approvals for U.S. Army Corps of Engineers individual and nationwide permits (IP/NWP) and alternative analyses, and California Department of Fish and Game Streambed Alteration Agreement notification packages. The habitat and wetland assessment projects she has managed have also included major Geographic Information System (GIS) components.
