An expert biologist, restoration ecologist and soil scientist, Stephen Reynolds has contributed, often as the primary author or reviewer, to numerous environmental documents pertaining to the California Environmental Quality Act including Initial Studies, Mitigated/Negative Declarations, and Environmental Impact Reports as well as related documentation pertaining to the National Environmental Policy Act, Federal Endangered Species Act, and California Endangered Species Act. Mr. Reynolds provides key technical support and review on all environmental issue areas with specific attention given to biological resources, geologic and soils, aquatic resources and renewable energies. He has managed several high profile Renewable energy projects from inception to decommissioning and has provided technical expertise, agency negotiation and valued guidance to EI’s clients. Further, he frequently represents a wide range of clients (renewable energy, utilities, City Governments) throughout the environmental planning process at public hearings, outreach and informational programs, and other events. Mr. Reynolds oversees the Environmental Services program for the Los Angeles Office.
